The Baltic Offshore Wind Market

The Baltic region is moving steadily forward with offshore wind development, with cross-border collaboration, maturing regulatory frameworks, and upcoming auctions creating concrete opportunities for suppliers.

Latvia
Latvia is actively developing its offshore wind sector, with regulatory and permitting processes accelerating. The ELWIND cross-border project with Estonia targets up to 2 GW and is currently in pre-development, with environmental studies, site investigations, and preparatory work underway. The Environmental Impact Assessment (EIA) process is ongoing ahead of the planned auction in 2029. Commercial operation is expected around 2033.

Estonia
Estonia has a strong offshore wind pipeline of approximately 11 GW, with ongoing environmental assessments and site preparation. Estonia is a key partner in cross-border projects such as ELWIND, and upcoming auctions present opportunities for equipment suppliers, contractors, and service providers.

Lithuania
Lithuania has awarded its first 700 MW offshore wind project, with additional tenders under review. The market offers long-term development potential for technology providers, contractors, and O&M suppliers.

    The Embassy will host a high-level meeting focused on security of critical infrastructure in offshore wind. Latvian representatives from relevant ministries, state agencies and business organisations will participate.

    This session is particularly relevant for companies working with grid infrastructure, subsea solutions, digital systems, marine operations, surveillance, and resilience-related services.
